Future OVOV Phases

 

Phase IV – Land Use Map Development  

This phase of the process involved the development of of a land use map to guide future development for the Planning Area that will look at land use, density, employment and transportation among others. The Guiding Principles that were developed by the Valleywide community were used to prepare this map. The General Plan goals, policies and standards will be based on this ultimate buildout scenario.


Phase V - Policy Development & Environmental Impact Report

Phase V of the OVOV project will draft the General Plan document. This effort includes the creation of goals and policies and development standards for all elements of the General Plan, based on the preferred land use alternative for the Santa Clarita Planning Area. Public input will be needed on the development of these goals, policies and development standards – both at Valleywide and community-specific levels. The draft General Plan will be presented and explained to public agencies, town councils, community organizations, business organizations, and environmental groups throughout the Planning Area. A CEQA-required Draft Environmental Impact Report (EIR) will also be prepared to analyze the long-term impacts of the draft Valleywide General Plan. This document will be circulated for agency and community review. After the review process is complete, the draft General Plan document and the associated Draft EIR will be presented for public input and a formal public hearing process will begin before the City’s Planning Commission and Los Angeles County’s Regional Planning Commission.

Phase VI – General Plan Adoption and Final Document Preparation

In the final phase of OVOV, the Final Environmental Impact Report for the draft OVOV Valleywide General Plan will be prepared. This process includes the preparation of responses to comments received from agencies and the public. The draft Valleywide General Plan and the Final Environmental Impact Report will be presented to both the Santa Clarita City Council and the Los Angeles County Board of Supervisors for consideration. Public hearings will be conducted to certify the Final EIR and adopt the Valleywide General Plan.
