Invitations To Bid (ITB) are sealed bids over $20,000 ($30,000 for public projects). Specification packages are normally requested from the department handling the bid. The specifications are normally free except for express delivery and public projects with plans. Responses are returned to Purchasing in the supplied bid envelope. If specifications are downloaded please carefully follow the instructions for marking and returning the bid envelope. Public opening of the bid by Purchasing takes place at the time and place specified in the bid.

Requests for Proposal (RFP) are generally used for professional services where the City is seeking solutions from vendors in the form of proposals. RFPs may or may not be advertised based on the needs of the requesting department. Proposal packages are normally requested from the department handing the proposal or downloaded from this site. If specifications are downloaded, please carefully follow the instructions for marking and returning the RFP. Proposals are forwarded to the location called out in the package and are opened and evaluated by the requesting department.

Requests for Quote (RFQ) are used for material and services under $20,000 ($30,000 for public projects). In addition to this website, RFQs may be received by telephone, fax or mail, depending on the dollar value and complexity of the specifications. Responses may be mailed or hand delivered to the location specified in the quote, depending on the requirements or the RFQ. If specifications are downloaded please carefully follow the instructions for marking and returning. Award is made by the requesting department after review of all responses.
